In general, both are needed for the other to actually work. But how you see it depends on what you intend to do. Say if you want to secure your car in the parking lot, you make sure you lock it. So you see the lock as being important. But if you are coming out from work in a cold freezing winter night, you will see the keys as more important at that time so you can get in the car and be warm.
Or you can see it this way too. You would give the lock more value because you wouldn't actually lock something unless you have the key to open it later.

The lock has more value. You can have a lock without a key. My bathroom door has a lock and doesn't need a key, and my bedroom door has a lock and doesn't need a key. The locks on these doors are meant to keep people out while you are in there, and privacy in these two places is very important.

Locks are very expensive sometimes! Keys are never more than $5....but thats not what you mean, is it. Either way you look at it, the lock keeps everyone out..a key lets you in. I still think a lock is better.(did I really wast time on this weird question? I must be bored!)

The lock is to protect things of value, the key is to access things of value.
The lock has primary importance.
Added. You don't need a key to open a lock, you can use a lockpick kit, or a hacksaw, or a pair of bolt cutters, or some c4.
