Yes there is a fuse, sort of. What you did was burn out one leg of your power supply. The other side will still work. If your power supply has a switch from 110 to 220 one of the two sides is what you heard pop. If you plugged it into a 220 power source and your switch was on 110 you just killed the 110 side. You are in luck however. If this is the case, you can still use your PC on the 220 side if you flip the switch on the power supply. I know this from personal experience I have done the exact same thing myself. It will still work with 220v. As far as using the PC with 110v again you will have to replace the power supply first. If you had the switch on the 220v side and you plugged it in to 110v power I do not believe your power supply should have popped but if it did then again you will need to replace your power supply.

If the pop sound coupled with the smell of burnt rubber means the device is fried.

Try to adjust the correct voltage and check you still working. If not, you still have to isolate which part should be replaced. Concentrate first on your power supply. Just hope that your important pc components are not destroyed.

hopefully all you messed up was the power supply itself. There really isn't a wasy to fix it, but if that's all you messed up you can replace it. Get the tecnical specs of you computer from the computer manufaturer's web site and see what type it takes. Go to either newegg.com and buy one of the same type and relative Wattage or take it to a pc repair store. There is a possibility that you fried your cpu, memory, or other compnents. If that is the case then you have alot more trouble than what you thought at first.

There are no fuses in PC Power Units so, as you used the wrong voltage, you need a new PSU (Power Supply Unit). MAKE SURE YOU ARE USING THE CORRECT ADAPTOR (IF REQUIRED) AND MAKE SURE THAT YOU ARE USING THE CORRECT VOLTAGE OTHERWISE YOU WILL BE WASTING YOUR MONEY ON MORE PSU'S
