Yes, Yokohama is more livable than Tokyo and has everything a gaijin could want in terms of shopping, etc. You can take in a Bay Stars game under the stars and then stroll over to Chinatown for a meal if you want a nice night out. To a large degree, Tokyo is a town that has turned it's back on it's own waterfront but Yokohama has not made that mistake.

Yes its a good place to live as is pretty much all of Japan. Depending on where you are in Yokohama, you can get to Tokyo quickly from 10 -30 min depending. You are near major transit hubs. the cost of living is good outside the main downtown area and rent/living cost a little lower than comparable areas of Tokyo.

This will show you so much about Yokohama. There are good sight seeing areas and places to shop and eat. Kanagawa prefecture has some little hamlets to visit.
