You chose one very high energy dog. You could try keeping his mind on something else. Playing ball or get him involved in obedience training.
When you see him digging, you could try going out there pulling him away, telling NO!, SIT!, STAY!
With a high energy dog obedience classes are always a good idea to help with things like this. If they know to mind you, then your words mean more. Sort of like the difference between a parent who WILL discipline their child & one who merely counts or gives a time out. The children of the later know they don't have to listen because their parents will NOT really do anything to them, but a parent who WILL actually discipline a child is more likely to have a child who will learn & listen....
Dogs are not much different. They really do want to please.

Give him away????
I read this in a book,a animal psychiatrist(!!!!!) said chain the dog near the hole to a tree. While you are closing the hole or digging the animal must be able to see you, you have to tell him how bad he is and not to do it again.you leave doggy there for 30minutes and then go fetch him. I tried this(believe it or not), my BIG german shepperd searches for Ben Ladin everyday! While leaving him for his thirty minute time out, I heard a big noise....now I dont have the tree anymore.

Jack russel and digging, sorry cant be stopped, You should have researched before buying him, one of the most stubborn, smart, independant dogs out there, I love them, but many regret getting one.

If it's a small area, you have to start from scratch. Dig up the grass and lay down chicken wire. Peg it down so that it doesn't lift. Then let the grass grow over it.

In a word - slabs
The best thing is to pave, my uncle had to get his grass up and pave the area, other to that section a excercise area off for them off the main garden such as a run - thats if you have the space.

Put a stake in the ground approx three feet deep and tie a hungry pit bull to it. That should solve the problem.

Stop them from digging by covering the garden with cement and building a greenroom. Then you could grow whatever you wanted without interference.

May I recommend that you watch National Geographic's Dog Whisperer. Carlos Millan knows pack mentality and teaches humans how to stop treating their dogs like humans and start treating them like dogs. That's why most dogs have neurosis' like barking constantly or digging...
***EDIT*** 11/09/06
Discovered another Dog Whisperer website from Answers user MANDYLBH. Its a great site as Carlos Millan has tips and techniques posted there. Especially usefull if you don;t have cable! See second source:

sprinkle dried red pepper all over your garden. When they dig it gets into their noses.

usually to get a dog to stop, you would put their own feces in the hole they are digging, but I'm not sure you want to do that to your garden.
