since the bases are the same the power can be compared
3x+1=0
adding -1
3x=-1
dividing by 3
x=-1/3

or 4^(3x+1) = 1

If your problem is:
((4^3)*x)+1=1
64x+1=1
64x=1-1
64x=0
x=0/64
x=0.
