A high GPA (3.7+) and low SAT,ACT scores or

Someone with a relatively low GPA (3.1) and high SAT,ACT scores?

The high GPA. The test taker easily could have a bad day, but a bad four years of high school? But it would also depend on that high GPA's course load. If said student skated through on basic level coursework, and got straight A's, well, that's not exactly a monumental acheivement. However, an honors student packing on the AP classes would be a real eye-catcher.
Truth be known, one can learn how to take entrance exams, and do great on a few weekends' Kaplan classes. But you actually have to work at being a great student.

The higher SAT, ACT scorers would get in. If you get good test results then UCs think you can do it - even if you've messed around for the past four years.

I'm from Africa, and all I had was an SAT score and Uni's were offering places. It may seem stupid, but that's the experience I've had.

Getting about 60% should be good enough - so about a 550 to 600 on the SAT maths and verbal.

What's a low SAT or ACT score? I went to UCLA- had a 1200 SAT, 33 ACT, and 4.17 weighted GPA.- and I got in while we still had affirmative action (i'm white, so that made it a lot harder). I also had a butt-load of volunteer work. Although we got rid of affirmative action, I heard that now UCLA is making "life experiences" a new admission criteria.- so if your grandma lives in the ghetto give 'em that address as your primary residence and make up some crap about how life in the ghetto is hard.

tough to pick one, but I'd have to say the first one...I just can't see someone w/ a 3.1 getting in- unless of course you're talking about UCR, UCSB, UCSC, UCM, UCSD, or UCI- lol j/k
