Yes, you can.
Should you? No. It is not healthy for the turtle to have that sort of stuff smeared on it's living, growing tissue. Most waxes have chemicals in them that make it even less safe or smart.
If you want a shiny shell, try polishing it with a little vegetable oil.

People have waxed them, painted them, glued things on them,
and turtles die everyday. I'd say NO! let the poor guy live in peace. They breathe thru their shell ,like you breathe thru your skin. So imagine yourself waxed.

Bad idea. No. You can dab just a tad bit of mineral oil all over to make the shell shiny, but what for?
