Your question is somewhat cryptic so I'll answer in general terms and try to touch on all nautical flags and their use. I believe your asking about the International Code of Signal flags. There is one unique flag for every letter of the alphabet(A to Z). In addition there are pennants(triangular flags) that do different things. The answer pennant, numeric pennants, and substitute or repeat pennants. There are also notification flags flown on ships, they are solid or solid with a white angled stripe of which the red and white striped "diver down" flag is the most recognizable. But there are also the master absent flag, guest flag and meal flag! You ask why? Well, some countries and international maritime regs, require the vessel notify when the captain is not on board or if guests are on board or other matters. All these flags and pennants also come is differnet sizes and there use is regulated by weather conditions and visibility. They just basically get larger or smaller in size. Now, what are they used for? Information, conversation, signals between ships, the thing is both ships have to be within sight of each other to recognize the flags and messages. Hope this helps.
