Well come to Singapore ,
Location : Grand central hotel is closed to orchard Road ( Famous road in Singapore ) so is not bad location , i suggest you to book in other hotel like Marriott or Grand Hyatt because they are locate in orchard Road .
So Grand Central hotel location rate from 10 is 6
Dining area : 5 minutes walk and you will find many kinds of restaurant ( china , Malayan , Hindi ) and nearest fast food is locate 10 minutes walk from your hotel ( MacDonald ) and open up to 12 or 1 am ( weekend 24 hour )
Shopping : Many shopping center around and nearest shopping center for you is Singapore plaza ( 10 Min's )
i suggest you to visit Paragon center and Takashimaya center and both locate in orchard road . ( 20 Min's walk )
and be careful from Lucky plaza ( all cheater are living in lucky plaza center _ sellers are cheater
and also i suggest you to visit Raffle center , santics and vivo
Transportation : Nearest MRT ( Train ) for you is Somerset station ( 10 to 15 Min's walk )
Takashimaya - paragon - lucky plaza ( use orchard station )
Singapore Plaza ( Dhouby ghout )
Raffle and santics ( City Hall Station )
Vivio ( Harbourfront station )

The location is good. It is located at Orchard Road, lots of shopping centres in the area. Dining in the area is expensive unless you are willing to foot the bills, try to dine in HDB neighbourhoods instead, Sometimes they offer quality food at very low prices. As I say orchard room is a shopping paradise, but it seems every neighbourhood in singapore have at least one shopping centre, you can choose other hotels out of the city if you don't mind travelling, Singapore is small anyway. Room? I don't know but should be quite good, because of its location. Transportation? What mode? Travel by taxi from the airport to this hotel takes 15-30 minutes.

For my understanding, there are some Thai prostitude rent the room and offer service over there, plus this is a very old hotel, what do you expect? At the same time, that's a new hotel caught my attention, that's the IBIS hotel, which was just opposite Sim Lim Square, good location and they are having offer now, why don't you consider this?
