You can easily melt glass with a propane flame. However, a shhet of ordinary glass will shatter explosively long before it melts. The thermal expansion on the heated spot pushes the glass outward until it breaks. With more stout geometries, like a solid rod used by glass blowers or a low expansion glass like Pyrex, it is easy to melt.

it is possible; to melt glass you need around 2000 degree celsius, and i think propane also burned at that temperature. However you would be better off to use acetylene and oxygen torch which has a much higher temperature.
