Perhaps you're thinking of the Monroe Doctrine, issued by Monroe in 1823. The Doctrine claimed the Western Hemisphere pretty much under the control of the U.S., and that we would defend other countries in it against intrustion by European powers.
There's also the "Good Neighbor" policy under FDR, which is similar.

The Truman Doctrine was set up to stop the spread of Communism and to prevent the conditions that led to World War II.
The Monroe Doctrine told the European powers to stay out of the Western Hemisphere.

You are thinking of the Monroe Doctrine but that only applied to the Western Hemisphere. It wasnt to protect countries but the ideology of democracy.

This guy was in a book called the domino effect i think he was either the president, vice president or secretary of state in the late 1940's or early 1950's. Franklin D. Roosevelt, maybe but iam not sure.

I am not sure what country you are talking about. There is no one document that states all US alliances. Search "United States allies" and "United Sates treaty of alliance" + the particular county you are looking for.
