I have found that there is a difference between scary movies and horror movies. Scary movies go for the shock value, such as gross death scenes and jump out at ya scares. Horror movies tend to hold the suspense and scare for a period to time. For example, The Ring tends to use flash scenes of scary faces and loud music for a two second shot to get the scream, while Jaws has you biting your nails the whole time someone is in the water.
I love both genres and would have to say the best scary movie is Viper and the best horror is The Exorcist.

Check out the oringal Dawn of the Dead and its sequal Day of the Dead.
While the oringal Dawn of the dead is exicting and action packed it still retains a couple good moments of horror but, Day of the Dead is full on gross out gore. It takes zombies to a whole new level. I would highly recommend both these films.
