i guess 3. what could be represented cannot be less than what is represented. And I think that what we represent (in any context) is always less than what could potentially be represented.

I would choose 3 because there are many undiscovered things that can be represented but are not because they are undiscovered. Also minorities are under-represented.

Let me rephrase them:

1) says: Only one thing 'could be', only one thing 'is'
2) says: Only one thing 'could be', many things 'are'
3) says: Many things 'could be', one thing 'is'

to me, 3 seems to be the most correct
