A could represent B only if B could represent A.
You could represent x only if x could represent you.
You could represent only those could represent you.

That's a bunch of crap. A is far superior to B.
A can not only represent B but A is over qualified.
Therefore B is a moron. He can't hang in A's shadow.
So my opinion is, nope. That's a bogus statement you have on your hands.
A>=B
B<=A
.

You certainly have an obsession with "represent/representation/representative..." To answer your question: no, you're not right. In some contexts, maybe, but if you're looking at the big picture, no. An attorney can represent me. Can I represnt him/her? I don't think so.
And that "A=B only if B=A" is so...funny. Have you ever found, in nature, an A that is wqual to a B that is not equal to the A that is equal to it? I don't think so.

Perhaps the word represent isn't the word you need to be using.
How many times do people here need to tell you that you aren't making sense.?

i think that if A=B and B=A so it's not only represent but it can be said as the twin.. of course they can be the same on everything...
