Absolutely! You don't have to have 'perfect' skin to wear leg-revealing clothing! But you can slather on moisturizing lotion (or petroleum jelly-it works well for a quick fix) and use Mederma on your scar (all of the above can be found at drugstores). You don't need to spend a whole bunch of money on department store products, the generic versions work just as well. What's important is that you feel comfortable with what your are wearing. Also, you can try pairing the skirt with leggings and a cute pair of flats if it makes you feel more secure.

People who know you will look past the scar. People who don't know you don't matter. If you want to wear mini skirts and shorts, then go for it! We put far too much emphasis on what a person looks like, rather than what a person is like. So you've got a scar, big deal. That doesn't mean you should walk around in a burka for the rest of your life.
Slap some moisturizer on the dried skin, and slip into your mini skirts and shorts.
And if anyone looks sideways at you, tell them to come and talk to me.....

If you want to wear a skirt you should go ahead and do it. I also have really dried legs so everyday I know people are going to see my legs i put on some eucerin. it really helps the skin. the best kind to buy is in a squeeze bottle because its easy to apply. And for your scar they have things to help that go away in department stores. Also its just a scar you cant really stop it from being there completely. People wont be like eww whats that thing on your leg. And even if they do than you have a fun story to tell on how you got the scar.

No. If you care at all about what people think (and obviously you do since you asked) you really shouldn't. The scar isn't the problem. It's the dried skin. Moisturize then wear the mini skirt.

If you don't feel comfortable (I mean not only about the scar and dry skin, but also about the length, etc...), you probably shouldn't wear it. But if you really don't care (which is probably not so, since you're asking this question), you can give it a try.
