Yes 911 can be called. This was started to protect women who were poor and in danger. Like spousel abuse.

if your talking about 911 numbers yes..the safe place ( which is a place for woman that are being abused ) here at my home town are asking ppl for unused cell phones that have no service so that the woman can have them to call straight to the police station if needed
