Beauty is in the eye of the beholder. No, your friend is not ugly, however her cap hanging over one eye is. Tell her to put a smile on her face.
PS: Does you friend know what you are doing? I sure hope so, because if not, you are putting her right on the spot for millions of people so see her on the Internet and know about her problem.
How would you feel, if your good friend puts your picture on the Internet and making a statement like this.?

You look like a 14 year old with a very pretty face. Now go do your homework and join a sports team. Stay away from drugs and alcohol. Don't have sex until you are MUCH older and be happy with who you are because you will be in this skin for your entire life.

This is ugly? I don't think so! Your friend looks like a young girl, who has not finished growing and who still has a bit of puppy fat. Which is natural, normal, and nice at that stage of her development. I hate seeing young girls who have starved themselves into gaunt copies of Hollywood stars or models!
I'll bet she's even cuter when she's smiling.

no your friend isn't ugly tell her that she has to love herself and it ain't about loving your looks only its feeling confident as who you are as a person as in how you carry yourself and dress, guys like confidence in a girl, if you don't have confidence than those are the ones that the guys usually take advantage of and play them so tell her this
