Sad to say but I do not think anyone has a exact plan. It is such a mess! I am sure many aspects of the war have been hidden from the Democrats and probably they have to see all the information pertaining to Iraq before a plan can be formed!
Although their critics will expect them to perform miracles while overlooking the fact that the person who invaded Iraq without any plan and caused this mess is still in power!

They have an agenda. Turn over the control of the government and military and police to Iraqi's and leave. We didn't belong there in the first place and maybe we should just let Saddam out and back into office. That seems to be what the folks in Iraq want anyway. They've had leaders like him for 4 thousand years, why change now?

You will not receive a definitive answer to your question because the Democratic candidates themselves have been skirting this question during the entire campaign.
"Cut and run"
"Troop cut backs"
"Set a withdrawal date"
"A new direction" (with no specific details)
Mostly, they ran on a "no plan / anti-republican"
platform - and, obviously, it worked.
In all fairness, the republicans dug their own grave - they abandoned their own conservative base - and the democrats exploited this failure and hammered home the need for a new direction.
Now that they have a little real clout - it will be interesting to find out what their agendas truly are.

You people were duped. There's no plan for withdrawl. Sure some of the crazies out there believe it, but for the most part every one of those democratic politicians knows damn well pulling out Vietnam style is not an option.

Well, it's really not for the Democrats to say.
The executive branch still makes military decisions. The Congress just determines how much money can be spent, which can influence the decisions. But Congress can't give orders to the military.

I don't know what state you're in, but in my neck of the woods the Democratic agenda for Iraq has always been "pull back, let the Iraqi police police themselves, get rid of no-bid contracts that make Dick Cheney rich, and have our armed forces ready to step in as soon as it looks like the Iraqis can't handle things themselves." Sounds like a GREAT plan to me.
