Usually, it's some kind of timed software running in the background. Screensavers are the most common. But sometimes there are update utilities for Java, Windows and equipment that checks the Internet regularly. Try to boot into safe mode, and be sure that the screensaver is turned off and you should be fine.

Something is interferring with your defrag possibly a memory problem or a program. You can press control, alt, delete, bring up your task box, it will show you what is running at the time, you need only sys tray and IE explorer on in there, so click on end program and shut everything else off, you might have to click end program a few times for each. When those 2 are the only ones left, go back to your defrag and try to run it. Make sure you run your scan disk before defrag and if you have something ccleaner also known as crap cleaner, run that first then scan disk, then defrag and it will whiz through. It could be you have a virus in the defrag file too, so if the above won't work, go to an online virus checker like avg or free nortons check, run it and if no virus, then last resort, run your defrag in ms dos, enter cd commant:
defrag c:\

The default defrag programs in Windows are pretty worthless. Windows XP does have a very old version of Diskeeper Lite as it's default defrag, but it is showing it's age and is very slow. Buy a new version of Diskeeper or O&O. Dirms is another good one and can be had for free, though it can be registered for a price.

When defragmenting your harddrive it will always starts at 0% until it reaches 100%.

There are some third party sofware which are much faster than windows defrag.
