My daughter recently turned 13 and I asked her mom that very same question for my primary gift I wanted to be special. Her suggestion was for us to meet at the jewelry store and let her pick something out.
She chose a silver necklace. My mom also got her a necklace.
Her "surprize" gift was a silk tie-dyed shirt which she liked too.

depends on how much you want to spend. On the higher scale an ipod or a cellphone probably the razr. Or a gift certificate for some Cd's or jewelery.

or ask her what she really wants because you don't want to get her something shes not going to like
