Oh my! I do all kinds of things with my niece and step daughter. Especially at christmas time! Great time to do arts and crafts.
(This one is my favorite... we use them every year)
Buy some white posterboard. Buy some colored garland (I used the blue and silver garland... and some white garland)
Trace a big candy cane on the card board. Cut it out... Make the lines where the colors on the candy cane would end and begin.
Take one color of your garland and wrap it around the cut out candy cane to the line. Staple it and cut it off. Get your next color and wrap it around the next section of the candy cane... staple it and cut it off. Keep doing this until you have completely covered the candy cane. You now have beautiful candy canes you can hang for decorations. (I got the idea from looking in a craft store and they were selling them)... I though.. I can do that myself. And we did.
Cut out santas face, beard, hat with construction paper. Glue them together, have the kids glue cotton balls for the beard, and hat. Same thing with Santas.
Cut out bells. (if you cannot do it you can find the cut outs online.) take aluminum foil and wrap it around the bells and you have Silver Bells.
Cut out gingerbread men. Cut out little outfits, eyes, mouths, hair...etc... string them all together and hang them over the doorway.
Lay out about 6 pcs of green construction paper. glue them together.(make two) Cut a hole out in the middle. Good size hole. Cut the outter side of the paper to make the whole thing a big donut or tire shape. Then start cutting slits on the outside... This is making it loose on the ends to where you can bend some forward and some backwards. The the other one you made and do the same thing... Then lay one on top of the other.... and glue them together. You now have a beautiful paper wreath.
You can also get red and green construction paper and cut out strips of it... Glue one in a circle... then glue the next color inside that circle... make a chain and hang around your door.
Cut out 2 christmas trees with green construction paper. put a slit in the top of one... and the bottom of the other... slide them into each other and you have a 3D christmas tree to sit on your table. (get a hole puncher and cut out holes using other colored paper and you can glue them on the tree as lights or ornaments.
Get toothpicks and the little styrophome balls... shave some balls to be smaller than others... stick them on the toothpicks and you have snowmen... that you can decorate.
Take puzzle pieces and trace them on green construction paper (Trace a lot of them). Cut them out... glue them together by forming a circle. This will make little wreaths you can put on the christmas tree as ornaments. (get a hole puncher and punch out red holes for holly berries to glue on the wreaths).

Try decorating paper plates. As a special gift, why not pop a photo of them on it, cover it with contact the photo doesn't get scratched etc and let them glitter, glue and add stickers for Nana's christmas present...
I find with toddlers, just cutting up, and decorating is always easy and fun for them to do. With Christmas around the corner, hit the $2 shops for the foam balls/bells and paint and decorate those. Cut coloured pipe cleaners to use as the hooks and pop them on the tree for decorations. You could also do the same with paper bags/paper boxes from the same shop.
Another idea is to make playdough yourself and add the appropriate essence to colour, ie lemon for yellow, strawberry/rose for red, vanilla for white etc. I have a couple of different recipes if you don't already have them.
One eternal favourite is making biscuits/cakes etc and decorating them. If you aren't a 'baking' person, buy a pack of milk arrowroots, a jar of betty crocker's instant icing (in the cake mix aisle) and decorate with 100s & 1000s, m&ms, etc.
A precious thing I did with my kids is to give them a plain scrapbook each (from K-mart in stationary section) and they draw, glue, collage whatever they want. It's special, not for everyday, but it gets brought out every so often, and at different ages. I write on each page with the date and how old they were so it's a precious book of their own artwork as they grow, they see how their pictures got better etc. I look through my kids' ones with them and they love it.
Enjoy this special time with the kids - it will never come back.

Why don't you start with arts and crafts with ice cream sticks? Teach them how to make pen stands,baskets,etc. It is the easiest n the cheapest. You can easily get a bunch of 100 sticks for 6rs or so.

Let them make their own Christmas ornaments. The possibilities are endless in this category. You could make dough ornaments, and let the girls paint them. Look on line for children's crafts at sites such as go.com, diy.net, kidsturncentral.com/holidays.net, and allfreeprintables.com .

I like to make polymer clay beads. It would depend on how old your girls where for this, but it's lots of fun and there is soooooo much you can do with it!

Why not try beaded jewelry? You can make projects at any skill level, and then you have wearable art!
