They must provide access. They could close one bathroom for cleaning provided another is open. Or, they could close them if an attendant was present to open the door when needed.

At my high school, there were 4 sets of bathrooms (not including the two lockerrooms) and two sets were kept locked all the time. One of the other sets was locked during class period, but between classes, it was unlocked but there was a teacher there to make sure that no one stayed after the bell and to lock it back. The other set was open all the time.

The reason that they did it like that was they were having a lot of problems with smoking and vandalism, especially in the two sets. And once, someone walked in on two students having sex in the bathroom. (Honestly, you would think it would've occurred to them to lock the door...)

That have to provide you with access to a bathroom, but they can do it in a way that allows them to monitor who goes in and out. If they lock it and refuse to open it when you need it, you should tell your mom and have her call the school, or even the school board. Holding in urine causes medical problems, such as UTI's which can lead to kidney infections.

If there is a big problem with the bathrooms at school (vandalism, illegal activities), schools can close the bathrooms, but there must be access someplace, like the clinic, or sometime, like only when an adult is able to supervise students in the bathroom.

Never! As a teacher I can tell you that a bathroom door is never to be locked. If you have a problem at your school, call the fire department, ask to speak with the fire marshall, and explain without leaving your name. The marshall will come himself to the school and check all the bathroom doors. If even one is locked the school will be fined.

No, they can't make you hold it all day. That's denying a basic function and hindering your learning in the process.
