d, there are a thousand milliliters in a liter. But you have a digit wrong, the answer would be 39900 ml, unless you typed the question incorrectly.

A ml is 1/1000 of a L. So multiply 39.9 x 1000 to get the number of ml.

39.9 L x (1000mL / 1L ) = 39 900.0

D) assuming there is a mistake in the question and it should be 38.9 instead of 39.9L

none of the above technically 39.9L = 39900.0 ml but if you ment 38.9L then the answer would be d b/c 1L=1000ml and 38.9 (or 39.9) time 1000 is 38900.0 (or 39900.0)
