if it is not in the fuse box...it is under the dash on the drivers side...normally just hanging there. there is two of them..one for turn signals and one for the emergency flashers. In order to decern between the two...turn on the emergency flashers and go under the dash...listen for the click and if that one is clicking then it's the other one. If the emergency flasher is the one you are looking for...then turn the ignition on..don't start the car..turn on the blinker and listen for that one...you can feel it with your hand when it's flashing...as with the other one...which ever one is clicking...it's the other one you want.

for a 92
The turn signal flasher is located behind the instrument panel on the right hand side of the steering column bracket.
for a 95
The Turn Signal Flasher is located on the LH side of Instrument Panel, right of steering column.

it should be right up under the dash on the drivers side or in the fuse block.
