I don't know much about California law, but what I do know is "leave the surfers alone, man". Most of us go out to surf because it is the most incredible experience. It is a way to completely tune out the world. The last thing I want to do is avoid a camera man in the wave that is perfect.

I'm pretty sure you can take pictures of whatever and whoever you want so long as you're on public property. What you choose to do with those pictures after you've taken them is completely up to you. Just make sure you declare the income on your tax form.

I think its fine,
At horse events, there are photographers that take pictures of riders and horses in their events, and they sell them to the riders.
They may be hired by the event planners, but there are more than 1 photographer so i don't know.

Yes, it's legal. But if your intention is to use the photos for other purposes, you'd be wise to get release forms from the subjects. Likewise, if someone tells you they object to have their photograph taken you'd have to stop.

i think its legal if you have a permit. theres like a BAJILLION of them in china, all they need is a permit, plus, alot of times you can get really good pics and they will absolutely love it,
ps. i have a really good pic of me water skiing and at first i told the person i did not want pics but after he showed me one that he took i absolutely HAD to buy it

you should probably check with the local authority on that. you will probably be able to do it if you obtain a business license or permit first. sounds like a cool idea.
