Who invented the actual match? shoot, probably jack tunney....I remember that brutus beefcake had one against don morocco.....that was like in the 70's......I think....raven almost got scalped when he lost one in Tna.......eek, gorgeous george was in one sometime in the 60's.....but maybe it was invented before that
to tell you the honest truth I think the natives invented cutting peoples hair off at the end of a battle.....and the rest of the top of their heads as well.

Georgeous George was the first one to lose his hair in a haircut match, so we'd have to say the gimmick was created then. Many wrestlers since have had their head shaved as is noted by the other answers (Brutus Beefcake, Kurt Angle, etc.)

The first one i saw in my lifetime in the WWF was Wrestlemania 3 when Roddy Piper Beat Adran Adonis. But the earliest i can recall was when Gorgeous George lost one back in 1963(Forgot who his opponent was)
