Depending on your age...there are some great 'international' (non-US) authors translated into English in the young adult genre. For example, Cornelia Funke is a German author. Her most famous books are Dragon Rider, Inkspell, Inkheart, and The Thief Lord. Laura Gallego Garcia is a Spanish author. I loved her book The Legend of the Wandering King. Her newest book translated into English is Valley of the Wolves.

It depends on what you enjoy reading and whether foreign means non-North American or a book that has been translated into English.

"The Life of Pi" by Jan Martel. It was a Man Booker Prize winner a few years ago. English teachers love this book. So do book clubs.

The Little Prince, by Antoine de Saint-Exupery
Between my and my gf's libraries there are over 200 books.
For a very insightful and interesting book that is an easy read, that one is on the top of the list.

Daniel Half Human and the Good Nazi, by Chotjewitz, David. My son used it for a book project also. It is a good story about a German boy who thinks Hitler is great (as most boys did in Germany at that time), but later finds out that his mother is Jewish, thus making him Jewish.
It is set in WWII, of course.

night by elie weisel. i'm not exactly sure how short you want, but that one is relatively short for a novel. it was required reading my freshman year of highschool and now, 7 years later, it still is one of my favorites.
