Well, the opening race was set in North Carolina. Seeing that the film's world premiere was at Lowe's Motor Speedway, I'd guess that the stadium setting for the film's beginning 3-way-tie race was based on Lowe. As for the state where Radiator Springs was set in, the creators in the Art of Cars said that the town was based loosely on Amboy, California (a town on Route 66 that also saw a drastic decline after the grand opening of I-40). And Mater said it was "the cutest little town in Carburetor County." So that's the location for you. Good luck trying to find it!

I watched the behind the scenes and it seemed like they were at Lowes Motor Speedway (Charlotte NC) . . .but I thought that Radiator Springs was in either Arizona or New Mexico. They don't really state where it is. . .

NC is where the first race is, then RT 66 is in California
