Yes and no. Depends on the person.
We make the cells for a reason, but some times our body over produces cells, like tumors. Excess fat is simply your body planing ahead, it thinks you need all those cells.
A definite 'no' however is cancer cells, no body needs cancer cells.
A healthy perfectly functioning human needs all their cells, even the dead ones. The dead skin cells protect your living cells. Similarly, you will never use every last one of your brain cells, but you still need them to protect the ones you are using.

Well, all cells work together to make tissues and organs. Without a certain type of cell, that wouldn't be able to happen.
