Yes, Dr. Hook & The Medicine Show (as they were known in the 70's) did a song called "Queen of the Silver Dollar". If my memory serves me correctly, it was the b-side to the single "Sylvia's Mother".

Can't remember who sings it but that is the name of the song.
Shes the queen of the silver dollar and she rules a smokey kingdom, is that the one you are thinking of? The wine glass is her scepter and the bar stool is her throne. Can't remember the rest of the words, something about the jesters flock around her and seek to win her favor to see who will take the queen of the silver dollar home...

There sure is! And you are right, it is Dr. Hook.....I love that band. They were stoned most the time of course but they are still great.
There's of course different versions of the song but Dr. Hook and the Medicine Show has the best one.
