Congress consists of the house and the senate. Each state, regardless of their population elects 2 senators. Representatives are based on the population of the state, so New York for example has many more representatives than Maine.

What makes it confusing, is sometimes people, the media, and some claim even the constitution, will refer to the U.S. House as Congress. Technically though, Congress consists of both the House and Senate together. It probably comes from that prior to early 1900's, state legislatures elected their states two Senators. Whereas the people in their district, elected the House representatives. So early on, it was said the Senate represents the states, the House represents the people. Now that people elect both, both together are considered Congress. Specific differences are. Only the Senate can confirm, or reject nominations to the Supreme Court and his cabinet the President makes. Only the Senate ratifies treaties and agreements with foreign nations. Only the House can originate a revenue (tax) or appropriations (spending/funding) bill. Only the House can impeach the President (bring charges) only the Senate can try him. House members are up for election every 2 years, Senators every 6 years.

Congress - it is composed of the Senate and House of Reps.
Senate - Representatives elected national in scope.
House of Reps - Members are elected only in their states.
