In the USA, yes, IF points are added..... for three years, after which only law enforcement and insurance companies can get to them.
If you're a Commercial Driver they NEVER come off!
BTW: If you are that concerned about this, all you have to do is go down to your local DMV (Department of Motor Vehicles) and get an MVR (Moving Violation Report). All you have to do is request it and show them your driver's license. The cost varies per state, but it's worth the peace of mind to know EXACTLY what is there. They can also answer your questions a LOT better than we can, since we don't where you got these citations.

The tickets were probably pleaded down to a lesser charge. I don't think you can have a speeding ticket without points, many times they change the violation to get around it. It depends on the state, some states remove violations after 3 years.

Yes they do, I had a similar situation with a cell phone ticket. No points but I paid the fine and when I got new auto insurance they pulled it up on my record.

Maybe, points and listing on your DMV are two seperate things, you can have a listing and no points ( but you can't have points and no listing)
