Before people leave their young children with anyone, they usually want to know how they interract with a sitter. Offer to "entertain" a neighbor or friend's child while the parent is present, like doing housework or if they work from home. Then use your skills in the presence of the parent to prove yourself reliable, skilled and loving toward the child. After parents feel confident that their kids are cared for well, they may be willing to pay you for an evening.

When I was 13 years old, I went to a local pizza place and passed out fliers door to door. I had to have someone with me -- an adult or a friend -- for security. I could only do it one or two nights a week, but was able to earn a little cash. And, it was only for an hour or two.
I didn't make a lot of money, but it was something. Might want to check your local area and see if any business will allow you to do the same.

Trust me, 13 is too young to be thinking about making money! :P Focus on your education. If fact, you could bring your textbooks home, and study past the other classmates they are busy babsitting, and by the end of the semester, you will be a years worth ahead of learning :) I'm the same age as you, and I wanted to be the youngest and cheapest web designer, but my mom said that was a waste of time, and she didn't feel like setting up a paypal account, have customers send the money to her, and give it to me in cash...
Maybe you could ask you parents if you could harness the power of the internet, to sell something online?

I had an advantage -- 13 year old guys (at least when I was 13) could work on local farms doing some tasks. I also made money mowing yards, which can be pretty good.
I'd suggest dog walking, and house cleaning as two good starts.

You say that nobody wants to hire you as a babysitter because you have no experience. If you have friends who babysit, see if you can come along with them for experience (no pay) and get some experience and possibly references (if the parents have friends, they may recommend you).
You may also look to be a camp counselor (next summer).

Make up a flyer and distribute them around your neighborhood.
You could help with all types of housework and cleaning.
How about taking dogs for walks.?. People will pay you for that.
Do some small repairs.?.
That's what I do. Repairs that is, maybe a little out of your league.
If only I lived a little closer, we could go into business together.

What about doing a car wash weekend with one of your friends, maybe take a friends dog for a walk, help with jobs around the house, do a paper run.
