I haven't been able to find a birthdate for him, but I have been able to piece together two bits of information:

1 - He graduated from the University of New Mexico in 1955 with a master's degree, which takes some time longer than a BA -- let's say he was 24 when he graduated. This would make him born in 1931, which is consistent with the next fact...

2 - He retired in 1996. If he had been born in 1931, he would have been 65 at his retirement, and 65 is the traditional age for retirement.

That would make him 75 years old in 2006.

Oh, and I got the most useful information by spelling his name Fischbeck -- apparently that's how he spells it...

In 1931 he married Annettee Beardslee..
He must have been born around 1896 which would make him 35 years old when he married Annettee.
He retired in his 80's, from weather work.
