In the US you would write to you local government. If I live in a city, I would write to my mayor and/or city counsel. If I lived in the county (outside city limits), I would write to the county commissioners. If the road is maintained by the state (like some highways), you would contact the state department of transportation. Often times, getting your neighbors to sign a petition helps. That way the government knows that it is a community concern not just a personal issue.

You can find the phone numbers and addresses in the phone book under City Government, County Government, or State Government.

Call the County or the City departments on lighting, where you live. Also your local Electric Company is in charge of street lights. First the Light Company and they can direct you from there.

I too would suggest the Department of Transportation or you could also check with the Department of Public Safety.
