The OS talks to the hardware by opening and closing switches. It' called 'programming'. All works with zero and one. The first computers were programmed by hand and leads with connectors. They were programmed modules. Nowadays you don't see it because it is on a disk but basically it is the same thing.
I don't think the OS interfaces with the user.
It is the user who makes use of the OS by various methods.
