Tite Kubo (The author) stated two different reasons. One of the reasons is symbolism. The shinigami (soul reapers) cleanse souls, just as bleach cleanses fabric. The second reason is that the author is a big Nirvana fan and Nirvana has an album titled "Bleach".

maybe the aurthor likes clean clothes and saw the bleach label on the farbric

i was thinking they called it bleach because of ichigo's hair. In one of the episodes people thought he bleached it. ?
