Allen is behind, but can't demand a recount for 20 days, which he will. He was behind all the dirty tactics, like calling black voters and telling them all sorts of lies. Just like 2004.

Because Allen refuses to concede, if the percentage won by is less than 1 the losing party can demand a recount. That is what Allen is doing. He is trying everything in his power to make the count stand in his favor. However, this is going to prove difficult because Webb is up by over 7,000 votes.
The Republican party does not want to see Allen lose either, to give that up is to give up control of the Senate, and they do NOT want to do that, they have already lost control of the House, and over 50% of the individual state governorships.
Absentee ballots have to be counted individually, and they can go through and recount all other ballots as well. To do it right, it takes a while, and that is what they are doing.
Technically Webb won (Democrat), and unless Allen can pull a miracle, that is what we are going to see.

Allen won't concede. It's pretty evident he's lost, but... if we're going to see any dirty tricks happen in this election, look to see it happen with a recount in that race. Sudden discovery of 'lost' ballots, or uncounted votes that miraculously tip a recount in Allen's favor. Virginia laws allow for a recount if the first count is within 1/2 of a percentage point, I think.
