A human fetus was stolen last year from "Body Worlds" exhibit: an exhibition of dead humans and human body parts preserved in plastic.

Whenever a site is excavated to build something and human remains are found they are bound by law to inform the police and if the remains are considered to be of an archeological/anthrpological nature ie an old grave site, then they call in the state archeologist. It is illegal for a private individual (outside of a medical teaching facility etc) to own human remains and I would say the same of a human fetus.

Ownership of remains of individuals are regulated in the US. Organ donor programs and such. I think the legality of fetus ownership falls under the same rules.
