Simple, geographical mobility means your ability to move from place to place. (It's well known for example for being easier for companies to get staff to move in the US than in most other countries.) Occupational mobility is people's readiness to change from one job to another. The barriers to it are really two: it costs time and money. Most jobs need some skills, which have to be learned and therefore, usually, have to be taught. Either the worker themself or the employer has to pay for this training.
