He just means what he says. Telling someone they are doing a "heck of a job" is an encouraging statement and will make the person strive to do better, whether it comes from George or someone else.

The libs cannot stand to see someone in the administration who is doing a good job because they know that it shows their high degree of incompetence. The President is trying to appease the libs and he will never be able to do it.
