I consider it one of the best Disney cartoons tha can be lined up with Cinderella, Snow White, Sleeping Beauty and Beauty & the Beast. Although not the original story (by Hans), it became so popular due to its original songs and maybe (I am not sure if Disney ever made before) the first time cartoon was based under the sea and somemore a mermaid story. Mermaids are one of the most mystical characters, than some of us wants to believe they really exist (next to UFOs).

Although I am faithful to the original, yet depressing, Hans Christian Anderson version, the Disney version of the Little Mermaid is classic. If you actually watch the animation, and not the story, you'll notice great detail in every frame. It was the last Disney movie done entirely by hand which says a lot about the effort and love put into it.
So no, in my opinion, it's not overrated. It's worth its praise.
