Here is how:

write your two fraction lines with = in between.

Put 100 on the bottom of the first since % means "over 100"
Put the % on top if you know it, if not put x there
Put the number AFTER "of" on the bottom of the second fraction. If there is no "of", put the total there. If the number after "of" is not there (as in your question), put x on the bottom.
Put the remaining number on top of the second fraction. If there are no numbers left, then x must go there.

Then just cross multiply.

100% is all of a thing, or times 1 or 1/1
10% is a tenth, or times .00 or 1/10
50% is half. or times .5 or 1/2

if 9 is 15%, than work backwards 9 divided by .15 is 60,
just like 60 times .15 would mean 15% of 60 is 9.

I hope I helped.

15 over 100 equals IS(9) over OF (x)

15/100 = IS/OF

or:

15/100 = 9/x

15x = 900
x = 900/15
x=60

turn "is" into "="
turn "of" into "times"
turn "what number" into "n"
turn percent into a fraction over 100 (or a decimal if you prefer).

"nine is 15% of what number"
9 = (15/100) * n

Solve for n, by multiplying both sides by 100:
900 = 15 * n

Then divide both sides by 15:
900 / 15 = n
60 = n

So the number is 60.

As a double check, take 15% of 60 --> 15/100 * 60 = 9

Here's another example:

"30 is what percent of 150?"

Here, replace "what percent" with "(n / 100)"

30 = (n / 100) * 150

150 n = 30 * 100
150 n = 3000
n = 3000 / 150
n = 20

So 30 is 20% of 150.

you take the number, divide it by the percentage(in decimal form) and there's your answer.

using your example:
9 divided by .15 = 60

another example....
we know that 30 is half or 50% of 60.
so to test: 30 divided by .5 = 60

I hope this helped.

n=number
9/n=15/100 (15%)
9 15
-- = ----
n 100
cross multiply
9*100=15*n
900=15n
divide both sides by 15
900/15=15n/15
60=n
OR, you can divide 9 by 1.5 (to get 10%)
9/1.5 = 6 (15%/1.5=10%)
6*10 = 60 (10%*10=100%)
get it? :)
