Getting ten percent is easy, and then just divide by two to get five percent, then add the two.
$8.39 * 10% = $0.84
0.84 * 1/2 = $0.42.
.84+.42 = $1.26.

I would round the bill up to $8.40. I would then calculate 10% of $8.40 is 84 cents. Five per cent of $8.40 is 42 cents. The appropriate tip would be $1.26.
