on this tab, does this mean, you would hold down 7th fret pluck 2nd string, then 9th and so on 3rd string? is that how you read it?

Yep, the number stands for the fret that you hold down and the line its on is the string so A would be the 5th string because you go from the bottom up not top to bottom so its the 2nd from the top but its the 5th from the bottom so you go with 5th which means the 9th fret is held at the 4th string and 11th fret at the 3rd string.

all the strings are individually plucked, but it doesnt mean you let go of your fretboard, obviously...leave your fingers in that position while plucking
