Draw. When HeatWave first appeared, he was a criminal (one of Flash's Rogues.) When he met Captain Cold (another of Flash's Rogues) they naturally took to each other like... well, like fire and ice. But they found that they were TOO perfectly complementary. They couldn't hurt each other with their powers-- firing their respective heat gun and cold gun at each other, the powers canceled, leaving them unaffected-- and so they decided to team up. (Flash beat them anyway.)
So HeatWave would find himself similarly in a tie vs. Mr. Freeze.
