Ok another prat who clearly is still learning his ABC
Yep corruption is certainly a part but as another answer states so was European Colonialism that managed to strip the country of their assets ensure that foreign or overseas companies own the country's wealth and then politically manouever often using aid as a major threat to ensure they continue to get what they want not what the countries need.
Poverty is a complex issue and to belittle it is to be incredibly stupid. The G8 have a lot to be blamed for. The likes of Starbucks and their £2.50 cup of coffee when growers often receive a handful of pence for each kilo shoudl make anyone think about the problem and why it may not be a fair system. And yes George Bush and other have a lot to blame for usign protective measures and support for a trade system that sees the likes of the European Union pouring billions into the support of sugar beet growers in Europe denying African growers the chance fo access to the market. If you want to0 know something about poverty check out the person who is fighting it on the ground - an economist and recent Nobel Price winner Mohammed Yunus and Grameen bank - who argue rightly and accurately that to deride people for poverty is sheer ignorance and insulting as it writes them off as being able to help themselves - provide a level playing field and you would see a lot of thigns change.

I once held a job at the second-tallest skyrise office building in my state. The people who clean the building at night are illegal Mexican immigrants. Their boss told me he came from Mexico City to become a minister to the illegals in the city and offered the following description of life in Mexico. He said there is money there, but the gap between rich and poor is many times worse than it is in the U.S. The wealthy and the government band together to hoard resources; they enslave the poor this way, so the responsibility falls on those who gobble up more than their fair share and prevent anyone else from climbing the economic ladder.

Actually there is no such thing as "The Third World"...it's a misheard and corrupted reference to - the 1/3 of the world - that doesn't produce enough to sustain itself.

The planet produces enough of everything to sustain it's entire population - it's the distribution of these products...or more correctly the LACK of distribution... that keeps this one third of the world so very poor.

Time to stop spending time working out who or what to BLAME and spend that time on figuring out how to get the over-production to the people who are (literally) dieing for it!

In these PC days, the truth, that their biological material just isn't up to the job does not go down too well.
From your selection, I would have to go for No. 4; not because it is correct but because I am not very fond of Howard Schultz.
