I can stop them by system restore but they come back after a few days.

Don't use Internet Explorer, use Firefox instead. It has a built in popup blocker and is more secure than Internet Explorer.

download a good antivirus and antispyware update them and run them in safe mode http://bartman1.blogspot.com/ i suggest avg free and adaware
