i wanna go this spring but i wanna know what the weather is like before i make plans.

Springs can be rainy, sunny, frosty, warm.
Impossible to predict, it can get cold in April / May and you can get warm days in March.
In general the later, the warmer, but spring is a season of constant changes in Europe.

Queen's Day, April 30th is right up there with Carnival in Rio or Vegas for Halloween or Sydney for New Year's Eve.

Go anytime. It is a brilliant.Dont do a canal cruise in the rain though. The windows get steamed up. Have a goodtime.
