Creative work on advertising is done through advertising agencies usually. The key accounts are usually won by large international agencies like Olgilvy & Mather, Publicis, Saatchi & Saatchi, Leo Burnett, J Walter Thompson and many more. However, there are plenty of smaller agencies.

The key is to go to university. Ideally, you would major in business administration with a marketing background - but it is not required. You would have good grades, have some outside interests (especially something creative).

Advertising has a very long ladder to climb before you start doing creative work. You tend to be a grunt for longer than most industries due to the high amount of people wanting to get into it. Expect to be a low level associate for over 5 years.

If you want a faster track, it's better to do the technical side (e.g. computer-aided animation, camera work, etc.) where you get to do a slice of the work - but you won't create anything.

Unfortunately, there is no "course" for advertising that magically makes you qualified for creative work - you have to go through a long process.

I would look into starting you own business. That is the best way to go you can advertise all you want. I own my own business and I advertise everywhere I go.
